A couple of cliché foil characters sit in their cubicle discussing insurance. Tom explains they don't like Flo from Progressive because she has the Name Your Price Tool they want, but Bill is still left confused about the notion of disliking her. This existential crisis leads an underdeveloped office character to chime in. Apparently, it's for the same reason they don't ever do any work and own only one suit; it's just the way it is.
